I saw a link on boardgamegeek today to a place to play Phoenicia online. It has two unfortunate traits - it's windows-only, and the registration wants your physical address for some unknown reason - but the interface is simple and clean and the game works fine. The only problem I'm currently having is lack of other people online; I got in two games earlier tonight, but I suspect none of my opponents had played Outpost before...
The game itself has definitely moved onto my buy list. It's mechanically very simple; every turn, there's one card per player to auction off. The cards give points, and usually some combination of more workers, income, discounts on future cards, and new places to put workers. Workers can be put on jobs to generate more income and points (as in Outpost and Zepter, points are not cumulative). The income mechanism is much simpler than either of the existing Outpost-likes; your income is just one number. You get that many coins. Every four coins, however, turns into a card that is valued between 4 and 6. If you have coins left over at the beginning of your turn, they can be used to round up to more cards, but there are both hand and coin limits (which can be upgraded by cards). So far getting more workers has been critically important in the games I've played, but neither game was very competitive.

I got a chance to try out two of the Steam Brothers maps with Jeff, Marty, and Mike last week.
